No-Cost Home Energy Assessment

Renters, owners and landlords of single-family homes, apartments or condos in buildings with 1-4 units can get a no-cost Home Energy Assessment and learn how they can benefit from home improvements that can help reduce energy and maintenance costs and increase comfort at home.

75-100% off approved insulation upgrades. 100% off insulation upgrades is available for:

Rental units
2-4 unit buildings when all units are insulated at same time
Income-qualified households*

No-cost air sealing
Rebates on high-efficiency appliances and heating and cooling equipment, including incentives for heat pumps
No-cost energy and water saving products
0% financing opportunity through the Mass Save HEAT Loan Program
Additional up-front incentives for income-qualified households* and rental units to help cover the cost of projects that must be complete prior to any approved insulation upgrades, such as removal of knob and tube wiring or vermiculite

Based on your income, or on your tenants' income if you own a multi-unit building, you may qualify for even greater energy - and cost-saving benefits through the Income Eligible Program.

Weatherization upgrades, such as insulation and air sealing, can significantly benefit your home by lowering heating and cooling costs by an average of 15% according to the U.S. Environmental Protection Agency. They can reduce drafts for improved comfort and consistent humidity throughout the year, minimizing outside noise for a quieter, more peaceful environment, prevent allergens and pests from entering, and reduce the risk of ice dams, which can protect your home from potential damage.

Income-Based Assistance

The Sponsors of Mass Save are committed to making energy-efficient upgrades affordable for all Massachusetts residents. Eligible homeowners and renters can receive no-cost insulation and air sealing upgrades, as well as increased rebates or additional no-cost upgrades, based on income. Through no-cost energy assessments, services, and efficient products, homeowners and renters can improve the comfort of their home and lower monthly energy bills.

Income Eligible Program

Eligible homeowners and renters can receive no-cost insulation and air sealing upgrades, as well as new home appliances (like clothes washers, refrigerators, freezers, heating systems, dehumidifiers, and window AC units), and more.

These upgrades can lower monthly energy bills and make your home more comfortable. The process starts with a no-cost Home Energy Assessment. Residents must live in a 1- to 4-unit home.

You may qualify for no-cost upgrades including:

Installation of additional attic, wall, and basement insulation
Air sealing of the drafty areas of your home
Replacement of your heating system with high-efficiency
Replacement appliances, including refrigerators, freezers, dehumidifiers, window air conditioners, and/or clothes washers if your current appliances are inefficient
A programmable or smart thermostat
LED energy-saving light bulbs
Water-saving faucet aerators and showerheads
Advanced power strips
Replacement of eligible inefficient windows
Repairs that are necessary before installing recommended insulation or other energy service upgrades

If you are a property owner of a building where 50% or more of your renters qualify for the Income Eligible Program, your whole building can be served through this program.

There are additional options available for income-based assistance related to energy efficiency in Massachusetts. You can speak to your local Energy Advocate to learn more or you can:

Contact your electric and gas utility for:
- Discounted gas and electric rates
- Assistance paying overdue gas and electric bills
Contact your local Community Action Agency for:
- Fuel Assistance (winter heating season)
- Other non-energy related assistance programs

Enhanced Residential Offers

Eligible property owners and renters of 1–4-unit buildings can receive no-cost insulation and air sealing upgrades, greater incentives on heat pumps, and more. These upgrades can lower monthly energy bills and make your home more comfortable. The process starts with a no-cost Home Energy Assessment.

You can access Enhanced Residential Offers through two pathways:

Turnkey Services: Designed to make energy improvements simple and stress- free through a fully-managed, energy transformation for your home - for up to no cost.

Start with a no-cost Home Energy Assessment
You may be eligible for:
- No-cost weatherization upgrades, including air sealing and insulation
- Air source heat pumps for up to no cost to replace oil, propane or electric resistance heating
- Electrical panel upgrades for heat pumps and removal of barriers for weatherization: If your home requires an electrical panel upgrade to support the new equipment or health and safety related updates prior to weatherization, up to 100% of the cost may be covered.
The entire process of doing recommended upgrades, from start to finish, is handled through the program ensuring a seamless experience.

All offers through turnkey services, including heat pumps and pre-weatherization upgrades are subject to cost effectiveness screening. Other restrictions may apply.

2) Self-Guided Path: Take advantage of incentives to make your home more energy efficient and improve comfort year-round.
- Start with a no-cost Home Energy Assessment
- You may be eligible for:
  - No-cost weatherization upgrades, including air sealing and insulation
  - Rebates of:
    - Up to $16,000 on air source heat pumps
    - Up to $16,000 on air to water heat pumps
    - Up to $25,000 on ground source heat pumps
- If you want to install a heat pump, choose your own participating Heat Pump Installer and take advantage of the rebates listed above.

For heat pump rebates, equipment must be new and installed to either supplement or replace oil, propane or electric baseboard (resistance ) as the primary heating system. Weatherization recommendations made during a Home Energy Assessment must be completed. Other restrictions may apply.

Heat Pumps

Heat pumps are highly efficient, offering 2-3 times the efficiency of a boiler or furnace and many provide efficient heat at outdoor temperatures as low as -15℉. They are also environmentally friendly because there are no direct emissions. Heat pumps are safer, with no need for fuel storage and no carbon monoxide, and they may reduce energy costs compared to oil, propane, or electric heating. Flexible in installation, they can heat and cool individual zones or an entire home, providing all-in-one comfort with heating, cooling, and dehumidification.

Owners of single-family homes, apartments and condos in 1-4 unit buildings may be eligible for rebates to upgrade to high-efficiency heat pumps, as well as an opportunity to apply for 0% financing.

Rebates are based on the equipment size (tonnage), whether the heat pump system will be serving the whole-home or, part of the home (partial-home), or based on income levels.

Whole-home rebates are available to customers who install heat pumps as the sole source of heating and cooling.

Partial-home rebates are offered based on equipment size (tonnage) to customers who plan to keep an existing boiler or furnace in place to supplement a new heat pump system.

The Sponsors of Mass Save offer a 0% financing HEAT Loans up to make energy efficiency upgrades more affordable. Through this loan, you could qualify for a loan up to $25,000 toward qualified home improvements.
Customers in 5+ unit homes are eligible to receive the whole-home rebate, provided all requirements noted on whole-home verification form can be met

Multi-Family Energy Assessments

Property owners or managers of 5+ units buildings can increase tenant satisfaction and property value and reduce operating costs year- round by leveraging Mass Save incentives, rebates, energy-saving products, expert guidance, and more.

Start by getting a no-cost Energy Assessment. A qualiﬁed Energy Specialist will identify and recommend no-obligation energy-saving improvements as well as provide eligible incentives.

Based on your Energy Assessment, you may be eligible for instant incentives and rebates on energy efficiency improvements, as well as no-cost energy-saving products, including:

Air sealing of drafty areas
Insulation
High-efficiency heating and cooling equipment and controls
Water heating equipment
Occupancy sensors
Low-flow showerheads, faucet aerators, and pipe wrap
Programmable thermostats

You may qualify for other energy improvements, depending on your property and the results of the assessment.

If 50% or more of the tenants are at the designated income levels, you may also be eligible to receive services through the Income Eligible Multi-Family Retrofit Program.

If you are a renter of a building with 5+ units, encourage your building owner or property manager to get an Energy Assessment for the property. As a renter, explore the ways you can save energy in your home.

Small Business Energy Assessments

Get a no-cost energy assessment for your small business, nonprofit or house of worship.

An Energy Specialist will help discover energy-saving opportunities that can: Save money on overhead cost, increase profit margin, boost the comfort of your customers and employees

Small businesses, nonprofits and houses of worship using less than 1.5 million kWh in annual electric usage or less than 40,000 therms annually on natural gas bills can request an assessment. Most assessments are in-person, with a limited number of remote virtual assessments available.
