New Statewide Survey Finds Growing Trust and Familiarity with Mass Save® Programs

Trust reached 81% alongside increased familiarity and perceived relevance, with particularly strong gains among renters and Spanish-speaking respondents

BOSTON, MA (September 17, 2026) – Trust in Mass Save programs rose significantly in a new statewide survey released by the Sponsors of Mass Save, with 81% of Massachusetts respondents describing the programs as a trusted resource for improving the energy efficiency of their homes, up from 69% in 2025.

The results come as the Sponsors continue expanding the reach, impact and accessibility of energy efficiency and electrification programs across the Commonwealth. In 2025, the Sponsors helped facilitate more than 93,000 Home Energy Assessments and supported weatherization improvements in more than 14,800 rental units, including 3,700 rental units where heat pumps were installed. For programs of this magnitude serving more than 100,000 customers annually, such high trust scores reinforce the Mass Save programs’ status as nation-leading.

“These results show that respondents collectively recognize Mass Save programs as a trusted resource that can help them reduce energy use and deliver affordable, energy-efficient improvements,” said Amy Vavak, Director, Customer Energy Management, Massachusetts at National Grid. “That trust provides a strong foundation to connect customers with practical information, rebates, incentives and services. Customer feedback also plays an important role in helping us strengthen programs and improve the customer experience over time.”

Familiarity with Mass Save programs also reached its highest level ever, while more respondents said the programs are personally relevant. Two-thirds of respondents, or 66%, said they are familiar with the programs, compared with 58% in 2025 and 52% in 2024. Seventy-six percent said Mass Save programs are “for someone like me,” an increase from 67% in 2025. Respondents who viewed the programs as relevant most often cited the opportunity to reduce energy bills and save money.

Renters also reported meaningful gains in familiarity, trust and perceived relevance, building on progress over the past two years. Fifty-one percent of renters reported familiarity with Mass Save programs, up from 45% in 2025 and 32% in 2024. Renter trust increased to 78%, compared with 63% in 2025 and 62% in 2024. In addition, 68% of renters said Mass Save programs are for someone like them, a 10-percentage-point increase from 2025.

The results also point to strong trust among respondents who prefer to receive information in a language other than English. Ninety-eight percent of Spanish-speaking respondents described Mass Save programs as a trusted resource, up from 83% in 2025. Familiarity was also strong among Spanish-speaking respondents, roughly on par with English-speaking respondents, at 60% and 64%, respectively.

“Making access to our nation-leading programs more equitable by connecting more renters, underserved communities and customers who prefer to receive information in a language other than English with these energy solutions is a central commitment of the Massachusetts 2025–2027 Energy Efficiency and Decarbonization Plan,” said Kate Peters, Director of Residential Energy Efficiency at Eversource. “The Sponsors have been putting that commitment into practice through stronger community partnerships, targeted renter outreach, expanded language access and more customer-focused support. The gains in trust, familiarity and relevance among renters and Spanish-speaking respondents show meaningful movement in the areas the Plan identified as priorities, while reinforcing the importance of continuing that work to the benefit of all customers and communities across the Commonwealth.”

The Massachusetts 2025–2027 Energy Efficiency and Decarbonization Plan calls for increased participation among renters and rental properties, with a particular focus on Designated Equity Communities, continued investment in community partnerships, and enhanced support for customers who prefer to be served in a language other than English. The plan includes more than $500 million for renter incentives, as well as expanded language access through translated materials, interpreter services and multilingual customer support. This funding is resulting in significant impacts to improve equity, as in 2025 alone, more than $450 million was directed toward equity-related investments designed to support participation of historically underserved populations for energy efficiency and electrification services.

The survey also found strong perceptions of the programs’ practical value:

  • 82% of homeowners view Mass Save programs as a trusted resource, up from 73% in 2025.
  • 76% of homeowners said they are familiar with Mass Save programs, up from 67% in 2025.
  • 78% of respondents agree that Mass Save programs can help lower energy bills.
  • 77% of respondents agree that Mass Save programs can help them save energy.
  • 73% of respondents agree that Mass Save rebates and incentives can help make home energy upgrades more affordable.
  • 60% of respondents agree that Mass Save can help them make energy improvements with 0% financing.
