Mass Save® Programs Deliver $3.6 Billion in Benefits to Massachusetts Residents and Businesses in 2025

Mass Save 2025 Annual Impact Report details how Mass Save programs led to energy savings, expanded access to energy efficiency, and advanced Massachusetts climate goals

BOSTON, MA. (March 31, 2026) – The Sponsors of Mass Save® today released the Mass Save 2025 Annual Impact Report, which details how Mass Save programs continued to deliver measurable customer savings, expand equitable access to energy efficiency programs, and advance Massachusetts climate goals during the first year of the Massachusetts 2025-2027 Energy Efficiency and Decarbonization Plan term.

In 2025, Mass Save programs delivered over $3.6 billion in total benefits to residents and businesses across Massachusetts. These programs led to direct bill savings for participants while supporting grid reliability during periods of peak demand, strengthening building resilience, and improving comfort in homes, businesses, and municipal buildings like K-12 schools. By enhancing energy efficiency statewide, the Sponsors have lowered overall demand to manage long-term system costs, reduce fuel and operating expenses, and defer infrastructure investments while simultaneously supporting thousands of clean energy jobs.

Key advancements and highlights of Mass Save programs in 2025 include:

  • 52,000 homes and 14,800 rental units weatherized
  • Installation of heat pumps in 31,700 homes and 3,700 rental units
  • 209 MW in summer demand savings
  • 3.98 million lifetime metric tons of carbon dioxide equivalent (CO2e) emissions deferred, approximately the same as removing 900,000 gasoline-powered passenger cars from the road for one year
  • 52.6 million MMBtu in net lifetime energy savings across all fuel types, equal to the annual energy use of 500,000 homes in the United States

The Sponsors also advanced efforts to make energy efficiency programs more accessible to everyone, investing $450 million to reduce barriers to participation and ensure that the benefits of Mass Save programs are broadly shared across the state. In order to do that, the Sponsors:

  • Made Decarbonization Consultations available in Spanish and Portuguese as well as additional languages through a translation service, reaching audiences that may not have participated in Mass Save programs prior to 2025
  • Provided funding and support services through 26 Mass Save Community Education Grants, including 10 which support Designated Equity Communities, to increase energy-efficiency education and program participation
  • Launched the Municipal Energy Manager Grant, providing funding and support for 24 energy managers serving 63 communities to help save energy and money and cut carbon emissions in municipal buildings
  • Expanded the Community First Partnership to support 58 communities; 2025 outreach efforts reached an estimated 3 million residents generated more than 10,000 leads, and expanded access for customers who prefer to be served in a language other than English

As part of concerted efforts to make Mass Save programs simple and easy to participate in, the Sponsors:

  • Launched the Mass Save Solutions Center, a one-stop shop for customers featuring specialists on topics that include signing up for a Home Energy Assessment to contacting a contractor
  • Established the Heat Pump Leaders Network, a group of 70 higher tier contractors committed to following leading business practices and providing enhanced services for customers
  • Began new end-to-end project services and increased incentives for eligible homeowners, renters, landlords and small businesses, allowing customers to receive project support for heat pumps, electrical panel upgrades, and pre-weatherization work
