If your home is in a Designated Equity Community (DEC), you qualify for 100% off weatherization upgrades, including insulation and air sealing, when recommended by an Energy Specialist during a Home Energy Assessment.

These enhanced offers are part of the 2025-2027 Energy Efficiency and Decarbonization Plan, which aims to reduce energy burdens in historically underserved neighborhoods—no income verification required.

What is a Designated Equity Community?

DECs are select neighborhoods across Massachusetts that have faced disproportionate environmental and economic challenges. Under the Massachusetts 2025-2027 Energy Efficiency and Decarbonization Plan, these communities receive prioritized support, including streamlined access to energy-saving services and upgrades.

Why weatherization matters

  • Lower energy bills: A properly weatherized home uses less energy—so you spend less on heating and cooling without sacrificing comfort
  • Increased comfort: Insulation and air sealing help keep you warmer in the winter and cooler in the summer—reducing drafts and maintaining consistent indoor temperatures

An Energy Specialist will identify energy-saving opportunities and provide a custom energy report with recommended upgrades. If your home qualifies, you may receive:

  • 100% off insulation and air sealing
  • Increased rebates, up to $25,000, on qualifying energy-efficient heating, cooling and water heating equipment upgrades
  • Access to 0% financing through the Mass Save HEAT Loan program 
  • Additional incentives to address any barriers that prevent weatherization work from moving forward

Offers for rental properties and landlords in Designated Equity Communities

Rental properties (1-4 units) located in DECs may qualify for a comprehensive upgrade package at no cost, which may include:

  • 100% off weatherization (insulation and air sealing)
  • No-cost air source heat pumps*
  • Up to 100% off health and safety barrier remediation
  • A turnkey delivery experience, with project coordination and installation managed for you

Landlords must provide approval for upgrades.

 

*Applies to households using delivered fuels or electric resistance heating only, and for projects where heat pumps are not expected to increase renters’ energy burden. Project details may vary.

An Energy Specialist will visit your home, identify energy-saving opportunities and help connect you with rebates and incentives. If eligible, upgrades will be installed by approved contractors at no cost to you.

If you live in a home with five or more units, our Multi-family program may be right for you.

Quality inspections

After work is completed, a quality assurance inspection will be performed by a trusted lead vendor, based on your Mass Save Sponsors. These vendors include: Abode Energy Management, CLEAResult, RISE Engineering, CMC Energy Services, and Center for EcoTechnology

You can also choose a participating Home Performance Contractor to complete your no-cost Home Energy Assessment. The same contractor can also complete any recommended insulation and air sealing work during a follow-up visit.

If you already know what upgrades you’re looking to make and you are looking to access quick incentives, you may access direct incentives for insulation and/or air sealing upgrades. You can skip the assessment and work with a Direct Weatherization Independent Installation Contractor to scope out your project and access incentives.

For heat pump installations, you can contact a Heat Pump Installer Network Contractor to receive a quote.

Your municipal utility is not part of the Mass Save program. Please contact them directly for energy efficiency program information.
