Existing Building Commissioning (EBCx) is an in-depth process for commercial customers to optimize their building’s performance. The EBCx offer aims to support customers undertaking commissioning to identify energy savings opportunities by optimizing performance of existing building systems. Common measures identified include improvements in building control, component repairs, and sensor calibrations.

A bench of Qualified Service Providers can provide EBCx qualification assessments and investigation studies to identify energy savings measures. Once implemented, these providers will verify that all measures have been implemented.

Incentives

The Mass Save EBCx offer supports customers commissioning their existing buildings. Through this offer, the Sponsors of Mass Save will:

Offer up to 100% of the cost of qualification and investigation studies depending on the building size and complexity.
Pay incentives for implemented and verified measures of $0.17/kWh and $1.20/therm on top of study payments.

How to Participate

Complete the Mass Save EBCx Intake Form and contact your Mass Save Program Sponsor or the Program Implementer (email [email protected] or call (617)-377-7616.
Qualification & Planning: Work with a Qualified Service Provider to apply for the EBCx offer, identify Current Facility Requirements and Commissioning Scope for qualifying projects. 
Investigation: Commission eligible systems and identify low-cost energy savings measures.
Implementation: Identified energy-saving measure install, programming, or repair.
Hand Off: Energy-saving measure verification and customer training.

Offer Eligibility

Offers valid only for commercial and industrial customers in Massachusetts where Berkshire Gas, Cape Light Compact, Eversource, Liberty Utilities, National Grid, or Unitil are the electric or gas Program Sponsor. Please use the Find Your Sponsor tool for contact information.
Customer requires an active commercial or industrial natural gas or electric account with a Sponsor.
Facility staff availability to support an in-depth commissioning and implementation process

Existing commercial or industrial facility (residential or multifamily buildings are not eligible)
No ongoing, planned, or apparent need for (within 2 years) major renovation or major capital projects at the facility. The building cannot be under consideration for the Mass Save New Construction and Major Renovations program offer.
Documentation available such as original plans, specifications, as-built drawings, controls sequence of operations, preventive maintenance plans, and past energy reports
Other factors that may be considered for building eligibility include:

Building has an EUI that indicates moderate efficiency relative to similar in the same industry and climate zone (roughly 25th to 75th percentile), suggesting there are limited “low-hanging” opportunities for rapid payback but sufficient opportunities for optimization.
The Building Management System (BMS) was not incentivized by the Sponsors of Mass Save in the last five years. If the BMS was installed in the last five years and not incentivized by the Sponsors, it may be eligible for participation in the EBCx offer.
