Municipal Retrofit Lighting Upgrades

Upgrade the efficiency of lighting and controls in your municipal buildings with technical guidance and incentives
Your Municipality can reduce greenhouse gas emissions while saving money.

Municipalities exploring retrofit lighting upgrades are eligible for incentives for both non-controlled LED lighting and lighting controls projects.

The Sponsors of Mass Save offer incentives and technical guidance on a variety of technologies including:

  • Non-controlled interior/exterior fixtures
  • TLEDS
  • Remote-mounted occupancy/daylight sensors
  • Troffers and troffer retrofit kids with occupancy, dual sensing, or LLLC sensors
  • Linear fixtures with occupancy, dual sensing, or LLLC sensors
  • Stairwell fixtures with sensors
  • High and low bay fixtures with occupancy, dual sensing or LLLC sensors
  • Exterior fixtures with occupancy or motion sensors



  1. Contact Your Program Sponsor
    Before starting your project, provide your Program Sponsor with the completed application, lighting specifications, project costs, and anticipated savings to see if your project is eligible for an incentive.
  2. Receive Pre-Approval from Your Program Sponsor
    Once Sponsor review has occurred and the project is determined eligible, a pre-approval letter will be issued outlining the incentive amount.
  3. Install Pre-Approved Equipment
    Once your project has been pre-approved, install the qualifying equipment within 12 months.
  4. After Installation Is Completed
    Once the installation is completed, notify your Program Sponsor and provide final documentation of installation, including invoice and final specifications. Once information is verified, incentive payment will be issued.

  • Must be an existing customer of Cape Light Compact, Eversource, National Grid, or Unitil
  • Facility lighting must average a minimum of 2,000 hours per year
  • Once purchased, install the equipment within 12 months of program approval
  • Equipment that has already received a Mass Save incentive from a participating distributor or through another offering from a Sponsor of Mass Save is not eligible for the incentives on this application
  • All LED fixtures must meet Design Lights Consortium (DLC) technical requirements as indicated per Product code
